I've been looking at it all day.

Looks like most rivers will continue to be stocked with hatchery fish and some will go to native run only, but the overall stocked number of salmonids will increase. The rivers that will be native run only are proposed to be opened up to retention.

Seems like a good idea to me, but nothing is set in stone yet. Looks like there will be chances for the public to get (more) involved but there already are lots of people involved, called "stakeholders": http://www.dfw.state.or.us/fish/CRP/docs/coastal_multispecies/meetings/2012/Stk_Roster_9-25-12.pdf

I wonder if that catch info is based off harvest tags or creel checks or ?
