Willamette along Minto Brown

I've seen lots of threads regarding fishing the sloughs at Minto Brown in Salem. But has anyone had any luck banking it along the Willamette on the Minto park side?
Ive seen a lot of people walking the paved trail along the river but never seen anyone fishing off the bank.
Is it allowed? A waste of time?
New to the area so my apologies if this has been covered in depth in a thread I missed ;o)

I use to bank fish that area a lot. There are some goos size bass in there. Water drops in the summer. Top water frog works good.

Hit the bank this morning for a couple hours.
The attached pike minnows are the only thing I landed.
