So is it the area north of the santiam downstream from the dam? Is the dam(above or below) considered part of the canal?

The dam creates the canal. All of the canal is north of the North Santiam.

Do you mean the crossroads called North Santiam? The Lower Bennett Dam would be about a mile maybe a mile and a quarter upstream from the Stayton Bridge. On the North side of the North Santiam.
