Steelhead will bite just about anything if presented right. My dad caught one drift fishing a grape one time. Tuna balls may work so will salad shrimp, but in my experience as far as cheap bait goes worms are the best!
Then help him out and tell him what is!
Worms and corkies work quite well for summers. IDK about tuna balls; but I'd bet that the tuna would prefer to keep them!
