Walleye near chinook landing- 42nd boat ramp?

I have been skunked 3 times fishing for walleyes out of chinook landing.
i catch lots of bass, crappie and catfish above the Oregon City falls.
Can someone recommend best time of year, temp and potential locations that would be good in the Columbia near portalnd?
I have heard by the old railway bridge by i5 and directly across from 42 boat launch.

I have caught them in the channel near gilbert boat launch/sauvie island so I know i can catch them. however I haven't had any success for walleye or bass in the Columbia over there by government island or by the 205 bridge

any suggestion and help would help me out!
