Sandy still closed for fishing question

So I saw the link on Sandy closed for steelhead harvesting. But, can I still catch and release in the Sandy from the mouth to the Salmon river?

I guess I confused myself. From the mouth of the Sandy at the Columbia up to the Sandy/Salmon merge can be fished still, correct? If so, what is the current harvest limit? What is the regulation on Chinook in that section currently?

IDK about this; sorry. My best suggestion, would be to call ODFW directly. They can give the correct answer.
