Fishing decoys

I was in Washington DC with the family for spring break. While touring the National Portrait Gallery I came across a display of fishing decoys. I'd heard of duck decoys but not fishing. Here are a couple of pics.

nope, never heard of using decoys. but I have never been spear fishing and that sounds like where they are used...

I've never done it myself, but decoys are often used when spearfishing through the ice.
