Cutthroat fishing regs in salmon river (Lincoln Co.)

These are the listed regulations for the salmon river which is one of my favorite spots lately for Sea Run Cutthroat:

Salmon River​

The following apply to open sections below:

Open for wild steelhead (1 per day and 3 per year)and hatchery steelhead Jan 1 - Mar 31 and Aug 1 - Dec 3

“Mouth to Knight Park boat ramp

Open for Chinook salmon Aug 1 - Dec 31.

Knight Park boat ramp to bridge near MP 9 on Hwy 18

Open for Chinook salmon Aug 1 - Dec 31.
Gear Restriction: Angling restricted to single point hook metal based lures, fly fishing, or bobber fishing Sep 1 - Dec 31 See Salmon/Steelhead Bobber Fishing Rule in General Statewide Regulations.

Bridge near MP 9 on Hwy 18 to confluence with Sulphur Cr west of the Van Duzer Corridor

Closed to salmon angling.”

I am a little confused as there is no mention to where you can fish for trout. Am I to understand that I can fish for cutthroat in the river, north of those listed areas along highway 18?

I don’t know if I’m just dumb and not looking at that right regulations correctly, I would appreciate anyone who could clarify this for me.

Those are the special regulations for that particular body of water - the general regulations (state and zone) still apply. If it were closed for trout fishing, then it would list that in special regulations as "Closed to TROUT angling" or something along those lines. The section you quoted just tells you when you can fish for steelhead or salmon, and how.
