Do you mean Cook park in Tualatin? If so, that's a warm-water fishery. I don't think there are any trout in there. I'd rig up for bass or catfish.

The way I do it is with an egg sinker, swivel, then leader. Use fresh chicken liver (best) or worms.

Another way is a 3-way swivel, one drop to a sinker, and the other the leader. Same bait.

The current is slow now, almost non-existent, so the egg sinker is probably good.

I think so, that set-up will catch pretty much anything that comes along.
