Bank fishing for Steelies

I live in Central Oregon and would like to go Steelhead fishing someday when my chances of catching one are good. My question is what rivers would be good candidates for catching steelhead from the bank using Little Cleo's or Spinners. Any advice would be greatly appreciated as I am more familiar with Top water fishing for Stipers

You could go throw spinners at the steelhead in the McKenzie, they should be in there pretty good right now! Its not to far a drive from Central Oregon.

I moved up from Northern California where the California Delta and American River were the hot spots for The Striped. I Make my own Custom Plugs (lures) for them. Wish there were Stripers up here that will take top water baits.
