Actually a friend of mine is the troop leader (Troop 1). The Digit Point campground is really nice. The water will be off now so there's no fee to use it.
I haven't trolled there much, we usually cast from the boat and get fish in the shallow water. That works early and late in the season. During July, the fish will be deeper unless you're fishing early or late (night). Most people just long-line rapalas.

It's due north of Chickahominy in central Oregon (north of Riley) up in the Ochocos. It grows trout fast but occasionally freezes out killing everything.
I'm betting it's open given the bad snow year. Give the Chemult Ranger District office a call, they should know. I think I posted that number in one of these Miller Lake threads...
