I don't know about WA, but in OR it's illegal. Which is a shame because like you say lots of nutrients where the fish are supposed to end up, and will end up if not caught.

It's an Olympus 850SW, it doesn't take the greatest pictures or video, and the audio is terrible, but it is most definitely waterproof, drop proof, and fish slime proof so I don't complain too much :).

Browns are from the genus Salmo, not Oncorhynchus. It's also worth noting that Brookies, Bulls, and Lake Trout aren't trout either, they're char from the genus Salvelinus.

The true trouts (as opposed to char) are spring spawners, so I would guess you are catching them just-post spawn.

For what it's worth I can find nothing supporting that claim. The "Youth Under 14 Angling License" is only a precursor to getting the Combined Angling tag, which they do need to even angle for those fish, no other reference to it exists in the regs.
