You can save yourself a few bucks by just grabbing a stick with a Y on one end for your rod holder and poking the strait end it into the ground.Thank you for the help getting started @portlandrain and @305to503fishermen. I’m going to buy a handful of prefab Carolina rigs that agree with your general specifications somewhere. And I’ll use these and instructional YouTube video to figure out how to make my own. I’ll use the Powerbait and the recommended rod holder. And maybe a fish will take pity on my pathetic first attempt and jump into my open arms. Thanks again to you both.

Here's a good resource for beginners on how to catch trout from the ODFW site.
The technique I mentioned is explained with a picture a bit down the page. They explain with split shot weight. I personally prefer the egg weight so the fish doesn't feel the weight right away.

Don't buy a prefab, all you need is leader line swivels, hooks and egg weights. Very simple rig to tie and good practice if you are going to take fishing seriously.
Also a good bank spot are by the dam, i am pretty sure they put the fish in at boat ramp A and lots of people fish by boat ramp
