You CANNOT legally use 2 rods (at the same time) in any stream; period. Even with a two-rod license validation. It does not matter what type of fish you are after. You can ONLY use 2 rods at the same time, in lakes, reservoirs, and ponds.
An exception, is that you cannot use two rods to fish for Coho in Siltcoos Lake. You are also not allowed to fish in any of the Columbia River system's "impoundments" with 2 rods. The only other limitation that I'm aware includes: "seasonal or permanent backwaters and sloughs of rivers, streams, creeks, or bays..." All other standing water bodies are fair game.
