Launch kayak in WA slough, fish big C only?

I want to bass fish from Stevenson, in only the main stem columbia. However, I want to launch my kayak from the little slough/bay there, rock creek park. Is this allowed as long as I don't Throw a lure in WA state proper? I know I can fish the columbia with my OR license, I'm just wondering if entering via the slough is an issue

You're good if you don't fish the cove and only fish the Columbia from the kayak.

Thank you! I know Bass was in contact with you on launching from there, but we couldn't find that info specifically. I don't think there will be fish in the cove right now anyway.
