We live along the Coos River Esturary, and I can tell you the kings are stacked in areas of deep water with in a mile of two either way of the Mill Casino. But.................they won't bite, and I've tried lots of methods. They just sit there from 20' to 40' deep in certain spots which fish finders pick up. Plug cut herring has no effect and makes them puke!
My brother the fish wizzard says use sand shrimp and bobber 18" off the bottom. I'm trying this today on the incoming tide.
Have you tried steak n eggs or prawns or au natural sand shrimp yet?
How about a small squid head? I sneak out quite a few bonus bites on squid heads under a float or backbounced.
I see the same thing on the Siuslaw river right now. Lots of kings that won't bite. I think they want rain. Some dudes using bobber and eggs were getting a few, but no luck for trollers, so your bro might be right.

the boats that we are seeing catch fish on the Slaw seem to be following the same pattern: very slow trolling over fish with cut herring being mooched up and down near the bottom...the fish are not showing much interest in lures/spinners or in herring trolled by at higher speed with poles locked in holders. some rain would be nice.
