While I see that Gales Creek is open for C & R...none of the creeks that empty into Hagg Lake are open.

My bad, @troutdude. I assumed that catch-and-release on the inflows was okay since Hagg Lake is formed by Scoggins Creek which is a tributary of the Tualatin River. Does the following only apply to creeks/streams that flow directly into the river?
Tualatin River and Tributaries
Open all year for trout. Harvest allowed May 22 - Oct 31, 2 per day, 8 inch minimum length, remainder of year catch-and-release.

98-99% of ALL streams--whether main rivers or their tributaries (creeks) that flow into them--are all closed until next spring, for trout fishing. Except a couple for catch and release. You really need to look at the reg's under the "Exceptions" heading for the zone. In order to find streams that are actually open at this time of the year.
