    Don't worry about waders on that beach. It's steep, so waders only get you like 5-10 feet more into the water. And yes, the crabs in the area can take all your bait away.

    @Fattie 4000 You can still use the Ugly stick with a 3000 reel for salmon, steelhead, rock fish, even lingcod. Everybody fishes differently though, and I would recommend you find a method that works for you. I prefer a 10' rod with waders for surf perch. Some will go with an 8' and shorts.

Just remember, for surf perch you'll be casting 2-3oz sinkers, so make sure the rod is rated for that much weight otherwise you'll break the rod or you won't cast very far.     3000 is plenty for both. I have both a 4000 and 3000 and the 4000 feels like overkill. Make sure you're using different poles for both though.
