All warm-water fishing records for the state of Oregon are kept by Oregon Bass and Panfish Club not by ODFW. (IMHO ODFW only cares about cold water fish so get used to it:rolleyes:)
I spend about a week there every year. For numbers you can't beat Oxbow, but for size you are betters off at Brownlee or Hells Canyon. I love all three for different reasons.
Just remember that this time of year, if you get two bites during 6 hours of bassing it WAS a good day. If you actually land both of those bites it was a great day.

Yes you can fish off that dock or at least part of it. The part where the sternwheeler parks is off limits but the other end is fishable and there are a few members on this site who fish that dock. The Wallace side(west side) of the river is pretty shallow for winter fishing...

You would have to ask someone else about the local largemouth but I can say 100% for sure what the smallies are going to do. As the water levels starts to rise and the temp start to fall the smallies will actually move more shallow then they are now. That will provide you with even more bank...
