What species of trout is this fish?

Hello. Can anyone identify this fish for me? Caught in a little pool on Scoggins Creek a little ways before the creek enters Hagg lake.

I think that it is likely a steelhead parr.
 
There's steelhead in Scoggins Creek / Hagg Lake?

My guess is a native cutthroat.

They swim up the Tualatin to Gales. I believe they used to spawn way up Scoggins before the dam. I can't imagine why the dam would make them stop. Probably even better conditions now with the colder water from the lake.

I don't see any red under the throat. Also I thought juvenile cutthroat had a heavily spotted dorsal. I definitely believe it is one of the two.

I don't think it's possible for them to get past the dam. Or is there a fish ladder that I don't know about lol. I've fished there before and I caught some 8-10 in trout that didn't look like rainbows or cutthroats maybe a hybrid I have no clue XD. I also caught some cutthroats with bright red slashes under their throat.
 
I agree. No fish can get past the dam. He caught it below the dam.

Thank you for the feedback greatly appreciated.

To the folks claiming I’m not telling the truth, I caught the fish in scoggins Creek in the pool under the bridge for the road that goes around the lake. The fish was caught above the damn.

Caught the same just below Nehalem Falls just under the bridge. Looks to be native hybrid. Tony

I'm w/ @Casting Call...maybe a "cutbow".
 
I know that Hagg is stoked with trout maybe they stocked a hybrid species. I don’t know much about the process to raise and stock fish.
