Columbia river is the #1 place in oregon followed by Willamette. Use SMALL spinners, jigs, or plain hooks. i've caught em on some yarn tied to a treble hook and on a hook with a few beads/corkies above it.

I live in Sacramento Calif but will be Moving up to La Pine Oregon at the end of the month Just about the same time the Poor Mans Tarpon start Showing up here on The American River Its always fun catch a Chit load of Shad on Ultra light rods.

Columbia River: The primary, most productive fishery, particularly near Bonneville Dam and the "Shad Rack" up from Beacon Rock.
Willamette River: Major runs occur, especially around the I-205 bridge and above/below Oregon City.

Peak run time is usually in June
