I've caught a handful of these in recent evenings at my marina, Tomahawk Bay. They seem to feed at dusk near the surface of the water. What are they?

I could be wrong but that is most likely a steelhead or silver salmon smolt. Check out the clipped adipose fin.

Yeah I tried to copy an image file for you but it failed. Anyhoot, I typed in steelhead smolt and one out of many other photos on the site looked identical to yours. Definitely steelhead.

Most definitely a steelhead smolt, as others have already said.
I caught a hatchery Chinook smolt on the Willy a couple weeks back. Didn't have an ounce of fight in it, lol.
