Non resident salmon fishing

As a non resident planning to visit Oregon for a month and fish for salmon, do I need to buy both the non resident Angling License and a Non resident Combined Angling Tag? Or just the non resident combined angling tag?
I've read the regulations numerous times and it's still unclear.

Licence and tag if you are getting the annual ones.

You also have the option to buy 1day, 2day, 3day or 7day licences, they come with a combined tag for the days they are valid.

Also if you are fishing the Columbia River area: Page 72 of regulations,

2. A valid Columbia River Basin Endorsement must be in possession when fishing for salmon, steelhead, or sturgeon in the mainstem Columbia River from Buoy 10 upstream and in all the rivers and their tributaries that flow into the Columbia River
