Willamette sturgeon sanctuary?

So I think I'm correct in saying that from willamette falls to the oak grove railroad bridge is a designated sturgeon spawning sanctuary through august? Does this mean that catch and release is also prohibited? If so I was wondering where I'd have the best luck from the bank. I've got a crazy work/school schedule so I may only be able to make it out once. I've had luck up by the st johns bridge before but I was thinking the closer I could be to the falls might increase my chances. I know that there is a really deep hole on the other side of elk rock that may be successful. Any thoughts on the subject? Proven holes or deep water as close to the falls as the regs allow?

Yes it is closed even for catch and release. I don't target them on the Willamette in summer maybe someone else could chime in.
