Fished for some Sea Run Cutthroat (SRC) "Blue Backs", last Sunday on a different body and didn't find any that day. The census among the group I was fishing with, was that we need a shot of rain to help motivate the fish. I toss spinners for them, but have heard/seen fly fishing anglers do well tossing bright colored flies. Cheers

The Borden Special is the most famous "bright colored" fly, on the Oregon Coast. It was created by Bob Borden, a few decades ago. And has become legendary in the annals, of the Oregon Blueback.
