So I'm reading this on ODFW and I really want to know what decides it when they are on the remove list??? Is this like felonies three strikes your out?
2010 California sea lion hazing at Willamette Falls
ODFW staff has been hazing California sea lions on the Willamette River between Willamette Falls and the I-205 once or twice a week since March 26. This is a pilot project to test the effectiveness of using non-lethal methods such as cracker shells and low-level underwater pyrotechnic devices to move sea lions downstream to reduce chinook salmon and steelhead mortality around the fish ladders at Willamette Falls. The program will be evaluated later this year to determine whether and to what extent such efforts should continue in the future.

Week of May 3
Three California sea lions were trapped this week. One sea lion was trapped for the first time; it was branded, fitted with an acoustic tag and released. The second was a previously branded animal that was not on the list for removal; it was fitted with an acoustic tag and released. The third California sea lion was on the list for removal and was euthanized.
