Free fishing weekend question

My question is out of curiosity, I received an email from ODFW notifying me of a free fishing weekend in Feb. (I am on the ODFW mailing list). As you see in the link, it says “anywhere in Oregon, no license or endorsements“. can I interpret that as I can take my boat out and spend the weekend on the lower Columbia and fish for Salmon, Steelhead and Sturgeon without endorsements even If the waters are closed and species are closed?

My interpretation of "That’s no license, no tag, no endorsement needed"; is that Salmon and Steelhead and/or the prehistoric beasts--would also be fair game on Free Fishing Weekends. As long as you don't fish in closed waters, don't harvest more than the legal daily bag limit, don't harvest the wrong species (or the wrong size), and follow all other regulations.
