I think they release springers and winter steelhead above foster and into detroit lake, because they are native. I might be wrong, but I caught many chinook smolts on the south fork above foster. That is awesome to see them spawning in their habitats that they have spawned in for probably hundreds of years before the dams.

Plus the land locked Chinook in Detroit have access above the dam.

yeah i dont know about if they let them above the dam but i do know the landlocked fish move into the creeks to spawn

The Spingers and Winter Steelhead spawned in the Upper South Santiam but the Middle Santiam was their primary spawning ground. Green Peter Dam killed that.
