Deschutes trout fishing, downstream from Maupin

I plan to camp and fish the stretch between the falls and Mack's Canyon in a couple weeks, mid September. I plan to bring a 5wt trout setup (all I have for fly gear). I know there are likely to be summer steelhead in the river then. Is there any tips on how to avoid them? Different flys maybe, presentations, retrieves?

I want to fly fish because I'm learning to do it recently, but the 5wt is what I've got, and need to be on foot, which this stretch seems to allow.

Finally, there are several BLM campgrounds on that stretch. What is the popularity out there mid September? I will arrive Saturday morning, was hoping to snatch a spot, then fish the rest of the day.
