Bank fishing from clamatte park

High water, high current. Use heavy weights for plunking, and a heavy rod.

You could also chuck a heavy-ish spinner but the current is really not conducive.

Add a big globs of eggs, shrimp, yarn, etc. to what Pinstriper suggested. And some of your favorite scents too. Do everything possible to get the attention--in fast and murky water--of our finned friends, as they pass by.

cast close to the shore, fish will hug the bank in murkey water.
Yep, and the current is slowest on the inside of a curve. Fish are lazy (or at least highly motivated to conserve energy)
