If you go up the Quartzville Arm, there is lots of bank access along the way-even at full pool.

went to green peter, waters low and there is bank access but didnt catch anything. Went to Foster by green peter and caught some trout bank fishing, in the morning fish were jumping the most. fishing by the bridge is very good, Where i caught my fish. caught more than my dad and his buddy. Girls rule at fishing!

If you're into Bass fishing, there are tons of ponds around the Eugene area that are great for largemouth, they're called the delta ponds, there is a trail that winds through giving great bank access to shallow backwater, where all the fish are spawning right now. i've heard tales of some real big ones in there. and also all of the coastal lakes have some appourtunities for some bank fishing.

had a great time fishing from the bank in North Fork Res. today. Can be kinda treacherous getting down to the bank in some areas if you want to get away from the crowds, but good from the banks nonetheless
