I think right now would probably be an absolutely fantastic time to be out fishing any lake that isn't snow bound! And it's only going to continue to get better as the water temperature continues its climb into the mid to upper 50's. After that point the trout will probably start heading deeper in search of that ideal temperature.

As for Green Peter, I'll refer you to one of my own threads, Green Peter 2-9-2008 (Picture heavy) That's basicly as empty as the lake gets. In the second picture looking back up at the parking lot, you'll see there's a horizontal line where above it the snow is rather uniform with out anything poking through. That horizontal line is you're shore at full pool and that's more or less all the shore access there is.

If you go up the Quartzville Arm, there is lots of bank access along the way-even at full pool.

If you're into Bass fishing, there are tons of ponds around the Eugene area that are great for largemouth, they're called the delta ponds, there is a trail that winds through giving great bank access to shallow backwater, where all the fish are spawning right now. i've heard tales of some real big ones in there. and also all of the coastal lakes have some appourtunities for some bank fishing.

had a great time fishing from the bank in North Fork Res. today. Can be kinda treacherous getting down to the bank in some areas if you want to get away from the crowds, but good from the banks nonetheless
