Unfortunately I think that if it has a ramp, it tends to not be overlooked. Either that or I've overlooked it as well

Lacamas Lake has two boat ramps with spring stocked rainbow and browns, as well as a spawning population of trout. Most pressure is shorebound, not boating.

Harriet lake allows boats and you can't beat the experiance of the crystal clear water. Troll the channels where the Weeds are not so tall. Thomas Bouyant brown trout kills up there! Same as Cavdad said more pressure from shore than on the drink.

Silverton Reservoir is not too bad of a drive from Portland, is very calm and has a boat ramp. I have never been there when there were more than a few people, even after stocking.
