I hear you! But I'm tapped out and can't fully develop it.
I have 200 of pieces of this light, flexible and very durable foam but it doesn't look pretty like I designed and the foam is expensive.
The prototype tested out well and is only 6" long. The wings help keep it up in a current and the keels make it plane. If you want to try to rig your own I will sell you 2 foam pieces for $8.00. Like I said this foam is really tuff but you can screw in eyebolts by hand without drilling holes. You will find it takes a lot of trial and error to make it flip because it takes lot of playing around with weight and eye screw locations but it will be simple to make it go one way. By weight I mean a regular lag screw or two "not shown" that you screw in where ever you want in wings or keels. This is the ideal material but it can not be molded so I had it cut with a water jet from 1/2" sheet.

Notice the added weight or island location in the far wing. That is where you would need to add some 1/8" hex or cap lag screws to hold the keel down like a sail boat crew leaning out to the side.

It would be FUNtcional but not pretty if that matters. If I wanted pretty colors I would need to order about 10,000 pieces! Wish I could find a partener to buy in and help finance things!

I just might take you up on that offer, but I'll have to see in another week or two when I've got a little more time and a little more disposable income.

Sorry for the delay but instant notification wasn't working.

If you want 100 of them I can lower the price.
I really hope you can create a product and a market so we can profit from being the 2 main parts in a supply chain to boaters and shore fisherman.
The price I pay is based on qauntity and I'll always pass thru savings.

When you're ready to give it a try let me know.
