Hey man, welcome to Oregon. I suggest looking at ODFW's 50 places to fish with in 50 miles of Portland for warm water fish. All the above suggestions work. Right now the top water bite is one. Whopper ploppers and spook type baits too. The fish are really going to be chewing now as they need to...
The water temps I saw ranged from 46 to 48 degrees. It was pretty chilly when I put my hand in the water. We need a few mor days i n the 60s to get the river temp up. Like was said earlier in the post I bet she me of the ponds are starting come alive.

When I was there on opening weekend the water was 41 degrees. I saw a lot of fish on electronics but no action. The smallies should start getting more active as the temp gets closer to 55 degrees.. That being said I have nailed bass in sub 40 degree water, so what do I know. I am planning on...
Personally Bass and Crappie are my favorite freshwater fish to eat. Currently though I practice catch and release as I have found Oregon's bass population needs all the help it can get. But growing up in AZ where they are plentiful is another story. I have found beer battered bass to be the best...
At the south end of the lake there are some channels that I fished and did quite well. If you have a canoe you could go under the bridges to the other side of the high way. I bet there are some bucket mouths over there.
