Most likely a stuck float pin. I have had the same issues over the year with my Merc.
Mine is a 9.8hp.
I'm at the point where I'm saving up to buy a new carb/motor for next season.
Hopefully you don't have the same issues I have and fan get it fixed relatively cheap.

I'm looking for a place near Corvallis/Philomath that is decent for trout fishing (or any kind of fishing really) that is free to camp at. Or relatively cheap to pitch a tent for a couple nights. We'd like to stay within about 30-40 miles of the Corvallis area.

It really depends on the water the fish are in, in terms of fish surviving the summer or longer.
But, as posted above me, most fish are caught or eaten by bigger fish/animals.
Okuma ignite reels are really good. I have had one for a few years now, on a 5'6 rod. It has landed me a lot of fish, and a few over 10lbs. The one I have holds appx 100 yds of 6# test, plenty for trout fishing. They are around $50, last time I checked.

Mostly we were throwing bright colors.
My cousin couldn't keep them off on a rainbow w/ a gold blade.
His friend did well on bright green w/ a gold blade.
I killed them on an orange rooster, gold and silver blade...
She passed on her own in the ditch. I didn't get any of her meat, ODFW came and salvaged her.
A friend did bring some of his elk meat up for dinner one night though.
As for the fish sizes, we were averaging 14-16 inches, at about a pound or so each.
Three 20" kokes that were 2lbs easy. One...
Well, back home after 9 days at Crane. Lemme tell you how it went.
Day 1: Hit an elk on our way up Hwy. 58, totalled my little ranger. Luckily my cousin was hauling the boat in his truck and we could still go using it. Got zero fishing in.
Day 2: went to the Rock creek/Quinn channel and boated...
St Louis is a good bet if you're willing to make the trip. Those ponds will warm up quick and there are a lot of fish being active right now. I was there Tuesday and caught a few, but saw hundreds more on the banks.
This. Not sure the type of fly it is, as I'm not a flyfisherman either, but I have a couple small yellow and white flies that always seem to catch bluegill.
I usually keep my rod in the rod holder, too many big fish in that lake to not have it secure.
I'll be up there for about 10-12 days myself. Look for the little aluminum boat with the 3 people crammed in it.
