According to the Oregon Marine Board, any water-going vessel with a motor needs a title and registration. It even mentions float-tubes and pontoons with motors. The 10hp thing deals with the Boater Education card. Anyone (adults 70 years old and younger) operating a boat greater than 10hp must have a valid Boater Education card.
